Technique or Expression first?

I think it's a Catch-22. For myself, I have ALWAYS done my best to express the music. What sucked is that I could only go so far in expressing because I didn't have enough technique to express properly.
Now, I have a great foundation for technique for which expression comes "easily". However, I can "express" without emotion. It still sounds great, but a completely different beast when I use technique AND expression simultaneously.
With GREAT bias, I recommend doing as I did! LOL Express as much as possible while you're working your technique :D
What does everyone else think?
